投標人應具備的資格或業績:1）資格要求 Requirements for Qualification of Bidder A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate. B. 接受代理B. Bid by Agent is accepted國內產品不允許代理商投標，境外產品接受代理商投標。
境外產品使用代理商投標時，投標人應得到本次投標所投產品境外制造商的同意，并提供該產品的合法唯一代理授權書。

其中許可類別為壓力管道元件制造；許可等級為壓力管道閥門（金屬閥門）(A1、B)。
并提供有效的特種設備型式試驗證書（壓力管道元件）且證書批準范圍涵蓋本次招標范圍。
投標時需提供證書原件掃描件（原件備查）并可在全國或省級特種設備公示信息查詢平臺核實。
A．Domestic products:The bidder must have the Special Equipment Production License of the China, and the certificate is within the validity period. The licensing category is the manufacturing of pressure pipeline components; The permission level is for pressure pipeline valves (metal valves) (A1,B). Besides provided a effectual special equipment type test certificate (pressure pipeline components),And the scope of the certificate is covered by the scope of the tender.The original scan of the certificate shall be provided in the tender(original reference)，It can be verified by the national special equipment public information query platform. B．國外產品：投標產品的制造商應當取得壓力管道閥門的《中華人民共和國特種設備生產許可證》，并通過型式試驗和制造監督檢驗（或者進口安全性能監督檢驗），且證書批準范圍涵蓋本次招標范圍。
過渡期內（2024年5月31日之前）未取得上述證書的，需提供特種設備型式試驗證書（壓力管道元件）,且證書批準范圍涵蓋本次招標范圍。
投標時需提供證書原件掃描件（原件備查）并可在全國或省級特種設備公示信息查詢平臺核實。

And the scope of the certificate is covered by the scope of the tender.If the above certificates are not obtained during the transition period (before May 31, 2024), a special equipment type test certificate (pressure pipeline components) must be provided,And the scope of the certificate is covered by the scope of the tender.The original scan of the certificate shall be provided in the tender(original reference)，It can be verified by the national special equipment public information query platform. （3）業績要求Requirement for Bidder's reference:2013年1月1日至投標截止日（以合同簽訂日期為準），投標人所投產品的制造商應具有至少兩個合同氣動關斷閥的供貨業績，且均滿足閥門尺寸不低于10"且壓力等級不低于900LB的氣動關斷閥（球閥）和閥門尺寸不低于22"且壓力等級不低于300LB的氣動關斷閥（球閥）的技術要求，兩種規格閥門的供貨業績可以為同一合同或多個合同。
投標人須按規定格式提交業績表，并提交相關業績證明文件。
From January 1, 2013 to the deadline for bidding（Subject to the date of signing the contract),The manufacturer of  the bidder’s product should be at least two contract of pneumatic shutdown valve supply performance, Technical requirements of both are satisfied valve size no less than 10" and pressure no less than 900LB of pneumatic shutdown valve (ball valve) and size no less than 22" and pressure no less than 300LB of pneumatic shutdown valve (ball valve),The supply performance of the two types of valves can be the same contract or multiple contracts.The bidder shall submit the performance statement in the prescribed format, and must submit relevant performance certificates.業績證明文件包括但不限于：1）銷售合同復印件（含相關技術附件）和2）到貨驗收證明文件。
投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、貨物名稱、閥門類型、閥門尺寸、閥門壓力等級等技術要求及到貨驗收材料。
未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、閥門類型、閥門尺寸、閥門壓力等級的技術要求及到貨驗收材料的，均視為無效業績。
The performance certification documents include but are not limited to: 1) A copy  of the sales contract(Including related technical attachments). 2)Acceptance certificate document. The performance documents submitted by the bidders at least should include: the time of signing the contract,the name of the Manufacturer,the name of the goods,type of valve,valve size,pressure rating etc.Technical requirements and arrival acceptance document.No performance documentation was submitted,or the performance documents provided cannot be reflected:the time of signing the contract,the name of the manufacturer,the name of the goods,type of valve,valve size, pressure rating etc.Technical requirements and arrival acceptance document. Shall be regarded as invalid.
