1. 中海殼牌石油化工有限公司（采購人）就以下設(shè)備及相應(yīng)技術(shù)服務(wù)進(jìn)行競爭性談判采購。現(xiàn)邀請談判人對下列設(shè)備及服務(wù)提交報(bào)價(jià)：

CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as“the Purchaser”) intends to purchase the equipment and the relevant services with this Invitation to Negotiation (hereinafter referred to as “ITN”). The invited negotiators are kindly requested to provide the following equipment and service with Quotation.

交貨期：

從中華人民共和國關(guān)境內(nèi)提供的貨物：合同簽訂后12個(gè)月（貨到項(xiàng)目現(xiàn)場時(shí)間）

從中華人民共和國關(guān)境外提供的貨物: 合同簽訂后11個(gè)月（提單發(fā)貨時(shí)間）

Delivery Schedule: 

For goods offered from within PRC customs territory: 12 months after signing the contract (date of arrival on site);

For goods offered from outside PRC customs territory:  11 months after signing the contract (departure date on Bill of Lading).

2. 從2025年3月5日始至2025年3月13日止，談判人登陸中國海洋石油總公司采辦業(yè)務(wù)系統(tǒng)（https://buy.cnooc.com.cn）下載競爭性談判文件（電子版）。

The invited Negotiator may obtain the Negotiation Document by logging on the website（https://buy.cnooc.com.cn）from March 5th, 2025 to March 13th,2025.

3. 談判文件遞交截止時(shí)間：所有文件應(yīng)于2025年3月13日上午10：00（北京時(shí)間）前在中國海洋石油總公司采辦業(yè)務(wù)系統(tǒng)完成在線上傳。

   The deadline and place for submission of Negotiation Document: All quotations must be uploaded on the above website no later than 10:00 a.m. March 13th, 2025 (Beijing time). 

4. 競爭性談判文件開啟時(shí)間和地點(diǎn)由采購人自行確定。

Time and place for quotation opening shall be solely determined by the Purchaser.

5. 參與本項(xiàng)目的談判人應(yīng)在遞交截至?xí)r間前在中海油采辦業(yè)務(wù)系統(tǒng)（https://buy.cnooc.com.cn）進(jìn)行注冊、完成在線投標(biāo)報(bào)價(jià)等程序，否則其文件可能被拒絕。

The invited Negotiator shall register and quote on the “CNOOC Procurement Operation System” (https://buy.cnooc.com.cn). Failure to complete on-line submission of quotations prior to the deadline for submission of quotations may be resulted in rejection of the quotation.

6. 談判人有關(guān)于獲取談判文件、供應(yīng)商注冊以及在線投標(biāo)等的問題，可以聯(lián)系采購人。

   The Negotiators may seek for help from the Purchaser for any questions,such as obtaining Negotiation Document,registration,or submission online.

7. 本設(shè)備采購文件為中英對照版，以中文版為準(zhǔn)，英文版僅提供參考。

This Purchasing Document is made in Chinese and English, in any time, the Chinese version shall prevail, the English version is only for translation reference.
