中化建國際 （以下稱為“招標代理機構”）受中海殼牌石油化工 （以下稱為“招標人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關服務進行國際公開招標。現邀請投標人對下列貨物和服務提交密封投標：

CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited          (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

 

1.  招標條件

項目概況：中海殼牌石油化工 （以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產業園區新建中海殼牌惠州三期乙烯項目，以實現其打造世界級、高度一體化的石化基地的愿景。

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase III Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

資金到位或資金來源落實情況：已落實。

主要技術規格：

1.旋風分離器筒體直徑≥800mm，內表面粗糙度≤125 RMS或 Ra≤3.2μm。

2.設計壓力≥3.6MPag, 總效率≥99.5%。

從中華人民共和國關境內提供的貨物：合同簽訂后12個月（貨到項目現場時間）

For goods offered from within PRC customs territory: 12 months after signing the contract (date of arrival on site)

從中華人民共和國關境外提供的貨物: 合同簽訂后12個月（提單發貨時間）

For goods offered from outside PRC customs territory:  12 months after signing the contract (departure date on Bill of Lading)

3. 對投標人的資格和業績要求：

（1）資格要求 

Requirements for Qualification of Bidder

 

A．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；

如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);

The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.

B.如果投標人為代理商，投標人應得到所投貨物制造商同意其為本次投標提供該貨物的合法正式授權書。

If the bidder is an agent, bidder shall obtain the legal and formal authorization from the manufacturer of the goods to provide the goods for this bidding.

C.特種設備證書：投標人須提供制造商的《中華人民共和國特種設備生產許可證》-壓力容器制造D級資質，且證書在有效期內。投標時需提供原件掃描件（原件備查）。

Special Equipment License: Bidder shall provide manufacturer's “special equipment production license of the people's Republic of China”- D grade qualification for pressure vessel manufacturing, and the certificate shall be within the validity period.  The scanned copy of the original shall be provided during bidding (the original copy for reference).

（2）業績要求Requirement for Bidder's reference:

2014年1月1日至投標截止日（以合同簽署時間為準），投標人所投產品的制造商應具有1個項目的聚丙烯裝置旋風分離器合同業績，且均滿足如下技術要求：

1)旋風分離器筒體直徑≥800mm，內表面粗糙度≤125 RMS或 Ra≤3.2μm。

2)設計壓力≥3.6MPag, 總效率≥99.5%。

From January 1, 2014 to the deadline for submission of bids (subject to the time of signing the contract), the manufacturer of the products submitted by the bidder shall have 1 project Recirculation Cyclone for PP Plant contract performance, and meet the technical requirements:

1)Recirculation Cyclone cylinder diameter ≥800mm, internal surface roughness ≤125 RMS or Ra≤3.2μm.

2)Design pressure ≥3.6MPag，Total efficiency ≥99.5%。

 

投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括但不限于：銷售合同復印件。投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、制造商名稱、項目名稱、貨物名稱(旋風分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內表面粗糙度、設計壓力、總效率。

 

The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to:  copies of sales contract. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency.

未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、項目名稱、貨物名稱(旋風分離器)、裝置名稱（聚丙烯裝置）、筒體直徑、內表面粗糙度、設計壓力、總效率,均視為無效業績。 

If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of project, name of manufacturer, name of Goods(Recirculation Cyclone), name of plant(PP Plant), cylinder diameter, internal surface roughness, design pressure, total efficiency, the relevant reference will be deemed invalid.

4. 有興趣的投標人可通過以下方式獲取招標文件：從2024年10月31日開始至2024年11月07日止，請登錄中國海油采辦業務管理與交易系統(）的招標公告頁面進行購買。首次登錄必須先進行注冊（免費），注冊成功后，方可 投標人須在線填寫 招標文件每套售價為200元人民幣或30美元，售后不退。對于使用美元

 

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from October 31, 2024 to November 07, 2024. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
